Eduard Blanch starts a hunger strike

You may think that the owner has nothing to do with the engine, but the reality is that it has a lot to do with it, and that is that Eduard Blanch is the head of the Jungle Circuit that is in Sant Feliu de Buixalleu.

Why this decision? Well basically because of the injustices that have been committed with this project, to which they gave him a free pass to exist until the last moment, when the opening permit was denied once everything was built.

Eduard Blanch has sent a letter to the 'Honorable President of the Generalitat de Catalunya' with the following text:
“Very Honorable Mr. President,
I am writing to you in order to send you the history of Circuit La Selva, from Sant Feliu de Buixalleu; a story that affects me personally, as the owner, and far from wanting to waste your valuable time with trivialities of any kind, I have no choice but to seek your support in the face of injustice.
My name is Eduardo Blanch Cid, former pilot and businessman, one of many who today struggles to move forward and live in a country where opportunities are not to be missed. From a very young age the world of Motor in general and motorcycling in particular has been part of my life; I have grown up loving every moment that I have spent on a motorcycle, and experience taught me very early on the inherent danger of these machines, which you should not be afraid of, but which you must always respect.
I tell you all this because it was my entrepreneurial spirit, together with the passion that still motivates me today, that led me to move forward with a project to build a circuit suitable for school, technical but at the same time allowing fans of the motor world to look for that pleasant and fun speed point. Making an economic and personal effort, and excited as I have never been before, I took up the project again. And then the problems began.
The land where the Circuit La Selva is located is located in Sant Feliu de Buixalleu, a small town next to Hostalric. Absolutely all the permits were processed, and everything was carried out within the strictest legality; like I always have. All the legal procedures were carried out with the approval of the Sant Feliu de Buixalleu City Council, which granted us the corresponding Work License as well as the Activity License, after knowing my intentions for the Circuit. The orientation of the activity is mainly that of school and sports practices, and so that all those motor lovers could practice their favorite sport, without having to make use of World Cup circuits, with the consequent economic cost, nor having to endanger their lives and those of third parties on the roads, but never for racing proper.
Said and done, the economic investment was very large; But everyone was counting on the Circuit starting from day one, me included. It was not so.
Since the construction project ended, with the reports of all the favorable reviews, the Sant Feliu City Council has denied us the opening permit, claiming that the noise bothered the neighbors, and that making specific modifications to the circuit would give us the permission without problems.
In principle, the modifications would reduce noise emissions, and there would be no problem of any kind. More investment on our part, despite the fact that the circuit complied, according to the Environment, with all the necessary requirements, but still they were made, with all the good intentions in the world.
I could highlight, as a sign of good intentions, that among other requirements from a long list, I had to resurface the entire circuit because according to the City Council, the original asphalt did not reduce the noise emitted by the vehicles.
Unfortunately, making all the modifications was not enough either, despite the fact that Environment certified that the noise emitted by the circuit at full performance was within normal limits.
The mayor, Josep Roquet and the secretary Pilar Berney do nothing but put up bureaucratic obstacles, lengthening the waiting time and delaying the opening of the Circuit to the public, a situation that lasts more than three years, during which time, in addition to the investment Initially, we had to bear the high maintenance costs of the circuit, with the corresponding personnel costs and obviously, hardly achievable without the source of income that would be the circuit itself if it were open.
Due to this situation we have filed several administrative claims. As an example, I transcribe a judicial resolution issued by the Administrative Litigation Court No. 3 of Gerona, procedure 251/09, dated March 29 of this year, regarding an appeal presented by the City Council to one of these claims:
And I quote:
“The strategy of the procedural representation of the defendant administration in raising the inadmissibility of the appeal for such an inconsistent reason and the way in which it has done so show a delaying spirit revealing procedural bad faith, which is why it is necessary to impose the said administration and the condemned party, who is the one who formally raised it, the costs incurred in this incident ”.
The land where the Circuit is located is owned by the former mayor, Vicenç Domènech, to whom we rent and pay the corresponding monthly fee. With the owner of the Circuit, a clause was signed in which it was established that, in the event of non-payment of the rent, all the facilities of the Selva Circuit would pass into his hands, a clause that in principle did not worry me, obviously because what could happen once the project was fully functional and operational?
Honorable Mr. President, I am writing to you because no one else can help me, those responsible for this joke are active in CiU, and they govern the town from the City Council. All the competent entities granted me the corresponding permits and favorable reports, and I have in my possession all the necessary revisions to confirm that the circuit is totally safe, suitable and functional for its opening to the public; for example:
- Department of Agriculture, Branch, Fisheries, Food and Natural Environment.
- Department of the Environment.
- Catalan Agency of l'Aigua.
- Roads.
- Urbanism.
- Provincial Council.
- Bombers of the Generalitat.
- Certificate of Archaeological study.
I don't think that the City Council of a small town like Sant Feliu de Buixalleu wouldn't want to have facilities like La Selva Circuit operating nearby; jobs, improved tourism, customers for restaurants in the area ... a huge improvement, not only for the town and its surroundings, but also for the region and for Catalonia as a whole.
When speaking with relevant people within CiU, they themselves let me know that what the mayor of Sant Feliu de Buixalleu was doing was prevarication and abuse of power; They told me that this man would not run for mayor again, but seeing that it is not true and he runs for office again, I no longer know what to believe.
All this seems to me a maneuver with a very bad idea, in order to seize the Circuit without having to make any disbursement, in which there are more than three million euros invested. Three million euros that we have put out of our pockets, with the best of intentions and with all the illusion in the world.
I have always been a businessman, and I am very clear that as an entrepreneur sometimes bad decisions are made that involve a waste of time and capital, but the Circuit was not a bad decision, I know for sure; But I feel cheated, cheated and I don't want to hear any more lies. I have left everything in the hands of the Justice, but we all know that it is often slower than we would like and it should.
This situation has led me to lose all financial resources. Right now I cannot afford the costs of renting the land, with which, and taking into account the aforementioned clause, the Circuit and all its facilities will inevitably pass into the hands of the owner of the land, the former mayor of CiU Vicenç Domènec, permanently losing it I everything. The banks are about to foreclose on my house, because I can no longer meet their payment, my health has dramatically declined, and I have lost hope and trust in institutions.
And since I no longer have time to wait for Justice to rule, and I have nothing to lose, only my own life, I have made the decision to go on an indefinite hunger strike, until someone solves the problem for me or, simply, give me a clear and true explanation of what is really happening with the La Selva Circuit project, which is as much mine as all Catalans.
