For a couple of weeks, Telegram has become the target of the Russian government, after refusing to provide the encryption keys that it uses to access the conversations carried out by Russian users. The Russian government, in its attempt to stop the use of Telegram, has blocked a large number of IPs, leaving Google and Amazon servers without service, all without success.

No success so far. It would not be unreasonable to think that the reason could be due to a DDoS, behind which the Russian government could be found. After interfering in the American elections and Brexit, a DDoS attack is the least you can do from his position to force the company to block the use of the application in the country. This attack could have been the cause of the overheating of some of the servers that provide service.
Something similar has happened on previous occasions, when WhatsApp stopped working for a large number of hours.
